Builds a reusable “Related Certifications” module for v2 Topic pages, loosely based on Udemy’s In-Demand Certifications module, so visitors to topics where certification is available can wayfind directly to certification topic pages and cert-oriented courses.

User story
As a user visiting a Topic page, I’d like to see a module listing certifications relevant to that topic so that I can wayfind to cert-oriented courses.
Context
A number of topics at Udemy focus on subjects where certification is available. This ticket seeks to build a new module, based loosely on the In-Demand Certifications module, which helps a user navigate directly to a certification topic page if they’re interested in only courses that can help them achieve a certification.
Note
A follow-up ticket will include a JSON file for populating these modules for our 27-page test.
Acceptance criteria
- A new “Related Certifications” module is created using frontends v2 architecture.
- The module can be added to any v2 Topic page where we deem the topic has relevant certifications.
- The module is in the shared repo so it can be used on other pages.
- The module follows the design specifications detailed in Figma.
